It often doesn't make sense (though there are, of course, many instances where both are correct). It would be very easy to try to blame this on the Americanisation of our language, but as the above texts show, prominent English writers have been making the same mistake for centuries. I stick with Strunk and White, mainly because it goes along with what I believe to be correct. It also comes down to a set of rules that have been disagreed with and then ignored.
